Senior Planning Engineer / Delay Analyst

Role Duration – Permanent

Start Date – February 2017

General Requirements

  • Educated to degree level (BSc / BEng / BA or equivalent) as a minimum in an engineering or construction discipline (degree certificates will be required to be presented for attestation).
  • A minimum of 15 years construction / civil engineering industry experience with a minimum of 10 years of experience in forensic delay analysis / planning / project control within client, consultant and/or contractor organisations.
  • Demonstrable experience at a senior planning management level of responsibility.
  • Candidates must be a member of a recognised professional institute to Chartered status or equivalent.
  • Demonstrable experience implementing and managing all planning, programme management and project control functions on large value, fast track and complex construction and infrastructure projects using traditional, design and build, framework and partnering forms of procurement.
  • Experience and understanding of standard and bespoke forms of contract including the management and implementation of contractual conditions.
  • Experience undertaking and managing delay analysis matters including compiling, reviewing and defending extension of time claims using the Time Impact Analysis (TIA) method and with extensive knowledge and understanding of as-planned vs as-built / as-planned impacted / collapsed as-built / windows delay analysis methods.
  • Demonstrable experience in the writing of technical delay analysis reports to a high standard of English.
  • Expert level user of Oracle Primavera P6 Project Management software.
  • Must be demonstrably analytical and able to work independently researching complex project histories and delay events using own initiative and personal resources.
  • Expert knowledge and practical administration of Earned Value Management applications.
  • Demonstrable and extensive experience working within client and consultant offices, including experience of working alongside and interacting with colleagues from diverse cultural backgrounds.
  • Candidates must be experienced and capable of composing and presenting complex project and planning information in oral and written English to Executive level stakeholders within internal, external and local government organisations.
  • Candidates must be inherently discrete and experienced in the management of confidential business and commercial information.
  • Previous Middle East experience is an advantage.
