The Government's flagship Energy Efficiency Policies, the Green Deal and Energy Companies Obligation (ECO), were introduced by the Energy Act in 2011. The Green Deal is an innovative financing mechanism that allows an occupier of a residential property to pay for some, or all, of the cost of energy efficiency improvements through a loan based on savings on their energy bills. The main advantage of this policy is that the energy efficiency of homes can be improved without the occupier having to pay for the upfront costs of installing energy efficiency measures.

Energy Companies Obligation (ECO) works alongside Green Deal and is financed by the big six energy suppliers who are legally obliged to provide financial assistance to help install energy efficiency measures in:

  • Low income/vulnerable households.
  • Homes that may not benefit from savings from the Green Deal.
  • Homes in low income areas.

The most common energy efficiency measures to be installed under these policies are; cavity wall insulation, roof void insulation and external wall insulation.
